SMCF funds capital campaign projects that go directly towards construction costs. We do not fund pre-planning activities such as feasibility studies, cost estimates, conceptual renderings, architectural fees, and pre-construction fees and permits.

These pre-planning activities are important, but they do not meet our funding criteria for two main reasons:

1. The measure of community benefit is difficult to determine, and
2. Our funding structure requires achievable objectives and outcomes that show community benefits. If the project does not proceed beyond the feasibility or pre-planning stage, there is no benefit to the community.

Grant applications to support capital campaign projects must include construction bids and/or estimates. Capital campaign grants must be beyond the planning phase and have moved towards the actual “bricks and mortar” construction phase of the project.

Funding to support the later phases of a capital project will better ensure that the project is successful and there will be tangible and measurable results from the investment. SMCF requires construction bids and estimates for all capital projects.

Grants for capital campaign projects, in whole or part, that benefit K-12 schools, whether public or public charter, or community colleges are ineligible. Funding of these works are a public responsibility. We are prepared to consider capital projects on public university campuses if they promote cultural understanding and participation and if they are equally accessible for students and the public.
