Historical Preservation is to preserve structures and historical landmarks.  Public Safety and Problem Gaming are exactly what they are titled.  Public Safety can be anything from domestic violence prevention to law enforcement.  Problem Gaming is for programs aimed at helping people with addictions to any type of gambling.
